Adjective vs verb
by: Anonymous

Concern is being used as an adjective in the first instance and as a verb in the second.

concerned department:'concerned' modifies the noun by telling the reader which department.

department concerned: tells the reader who or what is 'concerned,' which is what verbs do - describe an action.
